- 2 cups granulated sugar
- 1/2 cup milk

Instructions
- Prepare for Assembly: Line a baking sheet with parchment paper. In a large bowl, mix oats and peanut butter. Set aside.
- Cook Sugar Mixture: In a saucepan, combine sugar, milk, and butter. Bring to a rolling boil over medium heat, stirring often.
- Boil and Mix: Allow boiling for exactly one minute, then remove from heat. Immediately stir in lemon juice, zest, and vanilla.
- Combine Mixtures: Pour the hot lemon mixture over the oat mixture. Stir quickly until thoroughly combined and oats are fully coated.
- Shape Cookies: Drop spoonfuls of the mixture onto the prepared baking sheet.
- Set Cookies: Let the cookies cool and harden at room temperature for about 1 hour.
