- 2 tablespoons milk

- 1 cup all-purpose flour
- 1/2 cup chocolate chips
Instructions
- Prepare for Baking: Preheat your oven to 350°F (175°C). Grease a 9x9 inch baking pan.
- Make the Brownie Layer: In a bowl, mix together melted butter, 1 cup sugar, eggs, and 1 teaspoon vanilla until smooth. Add cocoa, 1/2 cup flour, salt, and baking powder, mixing until combined. Pour into the prepared pan, smoothing out evenly.
- Bake the Brownie Base: Place in the oven and bake for 20-25 minutes, or until the top is set and a toothpick comes out clean.
- Prepare the Cookie Dough Layer: While the brownie cools, cream together 1/2 cup butter, granulated sugar, and brown sugar until fluffy. Blend in milk and 1 teaspoon vanilla. Gradually mix in 1 cup flour until just combined. Fold in chocolate chips.
- Assemble the Layers: Spread the cookie dough evenly over the cooled brownie layer.
- Chill to Set: Refrigerate the brownies for at least 1 hour to firm up the cookie dough layer.
